Rice and Broth

- 2 teaspoons garam masala
- ½ teaspoon ground Kashmiri chile powder or ¼ teaspoon cayenne pepper
- ¼ teaspoon ground fennel
- ¼ teaspoon ground turmeric
- 1 star anise
- ½ teaspoon cumin seeds, divided

Yogurt and Garnish
